Addelston, Jonathan D.

Jonathan D. Addelston a consultant leading the Department of Navy Chief Information Officer (DON CIO) Maritime Domain Awareness (MDA) Architecture Modeling Team.  He was the Independent Verification and Validation (IV&V) Team Lead at the DoD Defense Business Transformation that is developing an extensive Business Enterprise Architecture (BEA) from June 2004 to April 2009 in the new DoD Business Transformation Agency. 

He started UpStart Systems as a systems and software engineering consulting practice in 1996, focusing on enterprise architecture, process improvement, business process re-engineering, process management, and independent verification and validation.

He was the CTO at BDM International (1995-96), the Vice President for Software Engineering at PRC, Inc. (1989-95), and  a founding Vice President at the Software Productivity Consortium (1986-89).  He has led product development organizations for the Software Productivity Consortium (now the Systems and Software Consortium), Encore Computer Corporation, Wang Laboratories, and other firms.

He graduated from MIT in 1965 (before it had an undergraduate computer science major).  He is the co-founder and program chair of the first chapter of the Software Process Improvement Network (in Washington DC).

Augustin, Nixon

Nixon Augustin is a Software Engineer at Brocade Communications Systems, Inc. He began at HCL, Chennai (India) as a Hardware/Firmware Design and Development Engineer and over the time moved into test automation. Prior to Brocade, he worked at HCL, Cisco, Maranti Networks and Hewlett-Packard. Nixon’s interest is in providing simple, flexible, innovative and low cost automation solutions to complex test scenarios and in applying best practices learnt from the past to make life easier for test suite end-users and developers. He has extensive experience in designing and developing test automation frameworks for a wide range of products and applications. His expertise is in analyzing test requirements, evaluating and selecting right tools and methodologies to achieve the organizations’ automation goals. He has keen interest in open source tools, Linux and a promoter of open source tools in the test environments. Nixon Augustin holds Bachelors Degree in Electronics and Communications Engineering from Bharathiar University, Coimbatore (India).

Badgley, Warren

Mr. Badgley has over 35 years experience in all aspects of the development life cycle for major national assets, most recently the International Space Station mission support systems, Space Shuttle Flight Software testing, and IV&V on Joint Strike Fighter power susbsystems, NASA satellite flight software, and the SBInet software.   Mr Badgley has previously presented papers at International Oracle conferences, AIAA regional conferences, and PSQT national conferences.

Berry, Ben
Oregon's Department of Transportation

Mr. Ben Berry serves as ODOT’s Chief Information Officer providing overall leadership, planning, development, and delivery of information technology services for ODOT and several other non-transportation organizations.  As CIO for one of the largest state agencies, Mr. Berry supports Intelligent Transportation Systems, e-Government and major systems change and is responsible for systems supporting highways, bridges, rail service, right-of-way determinations, DMV and Motor Carrier Commercial Trucking inspections and licensing throughout the state. He is currently the Board Chair for Lifeworks NW, a $30m nonprofit organization serving risky behavior prevention, addiction services and mental health.  He is the former Board Chair for St. Andrews Nativity School educating students to surpass their social-economic conditions.  He is the former Chief Technology Officer of Providence Health System Oregon supporting a Service Area of 7 hospitals and 33 clinics.

Mr. Berry has held executive and management positions in industries such as State and Local government, healthcare, telecommunications, aerospace/defense and airport transportation.  He received his M.B.A. from UCLA and a B.S. in Life Science - Biotechnology from the University of Portland.  He has 25+ years in computer software program management and operations, computer applications development and design, and systems development for public and private sectors both in the U.S.A. and the Middle-East.  In addition, he has facilitated business process improvement for the automotive, aerospace, healthcare industries. He is also the Winner of the 2007 Oregon IT Executive of the Year, as chosen by the Society of Information Management (SIM) and selected as Computerworld's Premier 100 IT Leaders for 2008.  He serves as CEO of AirShip Technologies Group, an open technology manufacturing innovation of hyper-efficient maglev spherical induction motors for ground transit vehicles.

Carol is the project editor to ISO on Functional Size Measurement (ISO/IEC JTC1 SC7 WG 12), a current U.S. delegate to ISO SC7 Software Engineering (since 1994) and a technical advisor to the International Software Benchmarking Standards Group (ISBSG) . She was the President of the International Function Point Users Group (IFPUG) Board of Directors in 1998-1999, Chair of PMI Metrics SIG in 2003 and a member of PMI Leadership Institute LI’04. Carol is a member of the American Society for Quality (ASQ) Software Division council, and track chair for the annual Congress – Software Division track.

Jarzombek, Joe - PMP
Director of Software Assurance, Homeland Security - Cyber Security Division

Joe Jarzombek is the Director for Software Assurance in the Department of Homeland Security (DHS) National Cyber Security Division.  He leads government interagency efforts with industry, academia, and standards organizations to shift the security paradigm away from patch management by addressing security needs in work force education and training, research and development (especially diagnostic tools), and development and acquisition practices.  After retiring from the U.S. Air Force as a Lt. Col. in program management, Jarzombek worked in the cyber security industry as vice president for product and process engineering. He later served in two software-related positions within the Office of the Secretary of Defense prior to accepting his current position.  As a Project Management Professional, Jarzombek has spoken extensively on measurement, software assurance, and acquisition topics.  He encourages further review of DHS-sponsored software assurance efforts via the Build Security In website.

Bill Rinko-Gay is a Solutions Director for Technisource.  Bill has been involved in Software Test and Quality Assurance since 1982 when he began testing command and control software for orbiting satellites.  Frustrated with the lack of structure in the testing program Bill began working on a more comprehensive approach to software quality.  Since leaving the space program Bill has worked on projects in defense, computer manufacturing, publishing, computer security, financial, state and local governments.  With experience in development teams ranging in size from three to sixty and in the middle of his third decade in the field, Bill is still looking for techniques to allow teams to work well.  His most recent research is in Agile methodologies, and the role of Software Quality Assurance in these methodologies.  Bill currently holds PMP and CSQA certifications.
